The specific recommendations contained a request for the leadership to speed up the rate of manufacturing transformation and make "alertness" a primary target.
The continent's significant dependence on the America in essential domains such as "surveillance, satellites, soldier deployment and air-to-air refuelling" was also subject to critique in the document.
It observed that the nation had "almost nothing" when it came to integrated anti-aircraft capabilities, and referenced recent drones violating airspace across European nations as demonstration of how new technologies can endanger civilian populations in alongside armed forces assets.

The administration announced previously that British military expenditure would grow to a significant portion of national income by the next decade at the latest.
In an upcoming address, the Defence Secretary is anticipated to reveal plans to restart the production of energetics in the UK, following twenty years of procuring these components from foreign sources.
The military department is presently assessing 13 locations where it believes the new plants could be constructed and has identified the areas of Britain where they are located.
There are multiple potential sites in Scotland, while in southern Britain, a total of eight locations have been earmarked, with further in western Britain.
The leadership wants at least half a dozen new facilities to be active by the next election in the target year, and anticipates development will commence on the primary of these soon.
